OPTIMISING A MULTI-BILLION DOLLAR STRATEGIC SUPPLY CHAIN

THE CHALLENGE

The client, poised to bid on a complex $10 billion CAD defence tender over 25 years, required specialised support to convey its expertise and capabilities effectively. The tender involved coordinating with numerous defence prime contractors to supply intricate goods and services to the Canadian military. Recognising the intricacy of the task, they sought expertise in Bid Management and Supply Chain and Procurement to navigate the complexities of the process.

THE SOLUTION

Whitetree was enlisted to spearhead the development of a supply chain strategy that would underpin the bid's success. Their responsibilities included:

  • Leading the supply chain negotiations and managing requests for quotations.

  • Crafting contract structures, Key Performance Indicators (KPIs), and governance frameworks to ensure delivery excellence.

  • Establishing a Collaboration Charter among all parties to foster a cooperative environment with aligned goals and superior client satisfaction.

  • Creating a unified Project Management Office (PMO) where individual contributions from Tier-1 subcontractors were indistinguishable, presenting a united front to the client and sidestepping potential internal conflicts.

 

IMPLEMENTATION & RESULTS

  • Whitetree's innovative approach included a "badge-less" PMO, promoting a consortium-centric perspective to the client, thereby eliminating any bias or disputes from surfacing to the end-client.

  • They implemented KPIs and Risk/Reward mechanisms, which along with other incentive structures, were cascaded through the supply chain. This ensured that all stakeholders were equally committed to timely and on-budget delivery.

  • Liquidated damages for delays were integrated into the supply chain agreements, aligning incentives across the board.

  • The communication strategy was robust, with structured regular updates and the provision for 360-degree feedback among project and corporate stakeholders.
